Meji's grandfather is a member of the high council, whatever that's supposed to mean. It was his decision to put Meji in school when she was biologically old enough. He also was responsible for letting Bani know what Meji was, in fact, only a year younger than her. He's kind of an asshat, in case you couldn't tell.
Meji's grandfather is mentioned in #236, #239 and #240. His voice is heard in #237 and he's actually shown in #238.
