Fran is one of the characters in the Does Not Play Well With Others omake series. Unlike her friend Naga, she's human ... apparently ... and no more abnormal than any of the other humans in or around the story. She tends to be the straight man (woman) for many Naga-centric jokes.
First seen here, and subsequently in the extensive series of filler art written by Poe during his May 2008 get-caught-up hiatus. She's appeared in a bit of Errant Commentary and would have come to a tragic end if Errant Commentary is to be taken seriously. It's not, of course.
We're still learning about Fran's backstory and current life. She has revealed that she's a lapsed Wiccan. This vignette, which also serves to introduce her mother, may explain why. (Warning: NSFW.)
