Makes sure that articles about Nations are properly categorized and formatted.

Usage
- Place the
{{Nations Header|Location|Capitol|Population}}tag as the first line of the pages describing Nations.
- Location is the place on the map, directions
- Capitol is the name of the capitol city.
- Population is the estimate of the total population (defaults to unknown)
