A spell. How it differs from the Fly spell isn't clear, but according to Meji, who should know, there's definitely a distinct spell by this name/description.

Description

The caster or recipient simply becomes airborne, that's all there is to it. Meji's commentary implies that there's a time limit on how long the caster can maintain the effect. When Ian exceeds the world (or at least Tsuiraku) record for that time -- about twenty times over -- Meji's impressed. (See next section.)

Ian's own words give us an insight into the difference between Levitating and Flying. As he puts it, "I just zone out and let the wind currents move me around" when using Levitation. When he uses Fly, by contrast, he's able to control where he's going and actively move in the direction to get there.
