Anne is a Gewehr assassin, a pipe-smoking little old lady who's quick with her cane, as Ellis has discovered. Most likely she's the 'maid' involved in the Connel assassination that set the Gewehr at odds with the Ensigerum, judging by the fact that she seems to be missing her left hand.
