Barin is a Peregin, just like Sarine Elle, working as a messenger for Rarune. He joins the story as part of Rarune's Honor guard when the horny cad makes a short-notice visit to Tsuirakushiti. Later he shows up (accompanied by some muscle) at Miyo Hinadori's pad to give the drunkenly heartbroken Miyo the news that Rarune and his entourage are splitting early. This, of course, coincides with the elves having bagged Meji at the diplomatic reception that night. Pure coincidence? Right...

In one of those turnabout-is-fair-play things, he himself was held by the Tsuirakuans while negotiations with the elves proceeded to try to win Meji's release. At first these didn't go well, or at least the elves ignored them, according to elven high mucky-muck Nisotta. Check out the Wikipedia article on Mokusatsu (and remember that Tsuiraku has a bunch of resemblances to real-world Japan) for a sense of why this was ironic. After Ianilis came calling, however, the elves decided to change their tune, and an exchange of prisoners was accomplished, facilitated by Sarine. The ensuing elf-to-elf snarkiness doesn't make it sound like Barin is particularly inclined to be appreciative, however.

At the moment he's presumably back in Praenubilus Astu, waiting for the next shoe to drop.
