An incidental character seen in the Far North, where he or she (we can't really tell) serves the function of getting Meji back into the picture so that the commander of the Tsuirakuan expeditionary force can ask her some probing questions. Seen here and here, and that's about all we know of him/her.
What's a heliomancer? We have no idea, really.
