Meji's mom (Human) has never actually appeared in the comic, but she did have dialogue once. Her father (Meji's Grandfather) is a Very Important Person in Tsuiraku. Because of this, she's led a privileged, although by no means cloistered, life.
She had a fling about 18 years past with the Elven ambassador to Tsuiraku. Ellis has made it clear several times that due to a botched contraceptive spell, Meji is the result of that ambassadorial visit.
