Salvus is a city-state in the Northern Confederacy, civilized by local standards. We don't know exactly where it is, but it's reachable from Santuariel by horse- or ox-drawn cart, for example the one that Ian hitches a ride on from his friends Leah and Riley en route to his quest. Riley thinks there's a coach (non-magical?) from there to Veracia that Ian presumably takes on the next leg of the expedition.
