Scotty is an inhabitant of the Northern Confederacy, probably Salvus, who gets a little too touchy-feely with Riley and discovers that what he's touching and feeling isn't what he was expecting. The resulting bar fight is important to plot development, as it propels Riley and Leah toward their meeting with Meji and the Anilis-enhanced Ian.
