Senilis is a god, one of the two(?) creators of the elves, dwarves, trolls, and Paedagogusi. We haven't seen him yet, but based on a statue in Sarine's long flashback narrative, he may resemble a stag more closely than his girlfriend. Another statue in the gallery outside the chambers of the Elven Council more or less confirms this. It was Senilis who created boobs, because it's funny when they jiggle.
