Just what it sounds like: when cast, this spell creates little points of light, which generally seem to move around in entertaining ways. We don't know whether the movement is under control of the spell caster or just random motion.
Where Used
Meji uses this one primarily to entertain Ellis, which is probably a good idea -- the idle familiar's mind is the devil's workshop, as we've seen on many occasions.
