Description
We don't know, honestly. The only time it's cast (see next section), the caster (Meji) and castee (Ellis) are both off stage, so that the effects are invisible. Presumably it's just another of those fun little destructive things that Meji uses to torture discipline her cat. He doesn't look too badly singed in the next panel, and much later, there's fairly strong evidence that he wasn't neutered, so who knows what it actually does.
