Priest of the Veracian Church who has recently been promoted to cardinal. We haven't seen him in the flesh yet, but his portrait (photograph? painting? magical image?) appears here. He's being used (whether knowingly or not isn't clear) as the bait to draw out the Gewehr Wraiths so that the Ensigerum can do something fatal to them.
